If they're issuing shares, it's a merger, not dilution.
Too many shares and this doesn't move. Either it is the MMs helping shorts and others to accumulate, or it is a merger with another company with a negotiated share price.
Diluting for cash is absolutely out of the question. The company has so much cash that they don't know were to store it.
Not so worried with issuing shares, even with a billion shares this supports $0.25. With a merger, the assets and revenue increase. It all depends who they are merging with.
