This is a field that has always fascinated me and has huge implication in the bio-nano field especially if it is an innate behavior as suggested in the article. You see it all over the place in nature with fish, birds, insects.....my thinking goes towards the self assembly models i.e. 1st swarm lays down a layer with signaling nodes for the next swarm layer to attach to and so on.
