The way I read it is that all of the local FAA people have signed off the Mini as a PASS and sent their recommendations to Washington for the final upper level decision and signature to make it official. Only then will Baltia will be notified if a pass or fail is officially granted.

I'm betting on a 'PASS' sometime early this week.
