If that represents the last time that discounted shares were offered to suckers, then my guess is that if shares are issued to suckers from here on out, they won't be issued lower than the range illustrated in the Note 9 (.10 - .15)
Just a guess.
And - to be clear - the closing prices for the stock on the dates mentioned in the note
Feb. 15th. stock closed @ .09
March 7. " " .10
April 7. " " .08
April 17. " " .09
don't exactly represent much of a discount.....
But whatever. Minor detail.
