It means the person(s) owed money (legal settlement) by the previous shell owner haven't sold them into the float yet. Read the fins around January 2015.
The company has no credible revenue stream from the multitude of products either on the market or planned for market. The products released to market are not healthy and the distribution network is meager at best.
They have to sell shares to pay for startup costs for hemp water and the commercial space.
I cannot figure out why these pumpers think this is a quality investment. I sense they want to pump and cash in as they did with thcz. Ask them for photos of their new toys!
