I've often wondered where all of the fine money go

I've often wondered where all of the fine money goes. It doesn't seem to go to those who were screwed and we are rarely told which company or companies were attacked. They just pay a puny fine, promise not to do it again and carry on, business as usual. The system is a mess and the governments around the world are complicit.
