You don't just announce. You state that this will be done if negotiations are not completed by a date or event certain. Remember, some negotiaters use negotiations to tie up one side while trying to catch "bigger" or "more important" fish. To prove strength you have to be willing to pull the plug. This will definately catch the negotiator's attention. If they think you're bluffing and you call them, it can work in your favor - either with them or the next guy in line. You don't want the other party to loose face. Just make them realize you don't plan to loose any yourself.
