Based on representations by Powerdyne International, Inc. that this information qualifies as confidential commercial or financial information under the Freedom of Information Act, 5 U.S.C. 552(b)(4), the Division of Corporation Finance has determined not to publicly disclose it. Accordingly, excluded information from the following exhibit will not be released to the public for the time period specified:
Exhibit 10.7 through April 13, 2018
Cool so we know it's to exclude part of Exhibit 10.7 from the 10-K filed in April. If you go back to the 10-K you can see this is in regards to the deal with Farmacia Birsas Del Mar....
From the 10-K:
Quote:
10.7 Farmacia Birsas Del Mar Equipment Leasing Agreement(1)**
** Confidential treatment has been requested as to certain portions of this exhibit pursuant to Rule 24b-2 of the Securities Exchange Act of 1934, as amended.
If you dig further into the 10-K from April into Exhibit 10.7 you can see the parts they left out from the public filing...

2) ****
2) Billing Rates:
A. ****
B . ****
C. PDI reserves the right to adjust the rates accordingly to reflect any and all changes in local and federal taxes.
The only part they are excluding from the public version is the Lease rates and the billing rates they are charging Farmacia Birsas Del Mar.
A legitimate company would do this so that competition and future clients cannot see the amount they charged in this deal. This allows them to negotiate higher rates!
