Congress is off the table until at least 2016. Resources are being placed where revenue can begin the fastest.
Buy backs may or may not be off the table. Sounds like we're moving into what's best for the growth of the company phase. I'm all for that. When the company grows we all win. New investors will only invest in growth anyway. Long term investors will not invest just because of buy backs.
If the market does not respond to company results over the next 60-90 days, a small reverse split that would bring down the A/S and O/S equally to below a billion or less my be nessaseary. People need to understand that bringing the share count down would not change anyone equity position, and it would make the company much more attractive to new investors.
