Furthermore, there is a hell of a lot yet to do in the review. Cross examinations and Depositions. Those two factors ARE FOR determining the wisdom of the decision by looking at the facts that lead up to it.
Come back with a statute that says a Judge can't order the license. Your assumptions will not be taken as fact here. Maybe iHub, but not here.
First of all you are making an assumption that the JR will be granted in the first place.
