It gets complicated because and IP is not an identifier. Without your webcam being on and picture of the actual person doing the downloading being the evidence, all they can prove is that it was your computer being used.
What if your nephew was over for the weekend and downloaded something on your PC?
Obviously this is one side of the spectrum, they are most likely going for the huge seeders who run the larger operations, not the small guy.
