During proving flights, how many FAA personnel are

I am of the opinion we won't need as many high brass FAA officials during proving runs, but maybe after each round their is a debriefing with a big shot or 20??? Someone please fill me in.
Troyal has also asked this question on the Scumhub, and yet I don't know if it has ever been answered. Is all the paper work done on the Russian end besides the proper signing of contracts.
Will this step be done quickly??

I get the Russian ruble is hurting, and they would love an influx of currency, from tourism/business.
I know all the reasons, why it should be done with speed.

Are these contracts pretty much drawn up completely. Is Baltia been expected for the last 6 months in Russia and we are slow to the party. Or were we never expected in earnest, and a lot of running around and Russian bureaucracy(bribery) now must take place to make this happen on there end?
