Director of Planning and Community Development Brad Kaye presented a conditional use permit for approval by council members for a 12,924-square-foot, 20-unit adult foster care facility located at 9301 Eastman Road, submitted by D&M Site, Inc.
The facility is planned for construction on a parcel of land near the intersection of Eastman and Monroe roads next to Midland City Forest. It will be a single-story structure with a shared access road off Eastman and providing room for possible expansion in the future.
City utilities are not currently available to the site and would need to be extended by the applicant. Water service has been arranged with the Larkin Township Board, just one of the contingencies that must be met before construction begins.
Council member Steve Arnosky, Ward 3, asked whether the applicant looked at other sites closer to the city center. D&M Site researched possibilities within the city, but could not find a location that fulfilled their requirements, Kaye said.
“They did look and they did examine other alternative sites and ultimately, for a variety of reasons, this is the site they ultimately considered,” Kaye said.
During public comment, Midland resident Pat Bartos asked for clarification on the definition of “adult foster care.” An official with the company then gave a brief description of the services offered by the planned facility, for people 65 or older who need assistance with daily care.
Richard Fosgitt, representing D&M Site, clarified that construction could begin this summer, with a target to bring residents into the facility less than a year from now.
The council approved the conditional land use permit 5-0, with comments from council member Diane Brown Wilhelm, Ward 4, and Arnosky expressing their content with the contingencies set in place for future development of the site.
