i have a board that stays under the radar over *there*
called threshold triggered
imo because the OTC is both poorly watched and heavily manipulated
it takes *something* significant for threshold to be triggered
again my premise is simple:
when it comes to the poorly watched/heavily manipulated OTC
they all collude (because they are all for hire)
and they never cover one second b4 being forced to do
what is interesting at least to me (since i have documented data re: PTOI since early 2010)
are the 2 priors for threshold being triggered on PTOI
5 days in July 2011 (set up re: WN)
10 days in June 2012 (pre certs cut by TA for *whales*)
essentially bought and paid for entities >> have 5 days to camouflage
which is why i take note of *trades* that bypass daily reg sho >> or *blocks*
of significance .. that seem to give zero traction (like the 200,000 done on 5.26.15)
THRESHOLD
A security will be placed on the threshold list if it has a significant fail to deliver position for at least 5 business days. The threshold qualifications are different for SEC reporting issuers and non-SEC reporting issuers (see definitions). Reporting companies are governed by Reg SHO and non-reporting companies are governed by Rule 4320
REG SHO Overview
As defined in Rule 203(c)(6) of Regulation SHO, a "threshold security" is any equity security of any issuer that is registered under Section 12 of the Exchange Act, or that is required to file reports under Section 15(d) of the Exchange Act (commonly referred to as reporting securities), where, for five consecutive settlement days:
There are aggregate fails to deliver at a registered clearing agency of 10,000 shares or more per security;
The level of fails is equal to at least one-half of one percent of the issuer's total shares outstanding; and
The security is included on a list published by a self-regulatory organization (SRO).
A security ceases to be a threshold security if it does not exceed the specified level of fails for five consecutive settlement days.

so let's remove P2O/PTOI and my belief of *utter manipulation since first publicly traded back in 2009*
when one understand the pattern in play re: the rigged game .. it's easy to spot the dance of the algos
it's why i could call (most recently) MSRT triggering threshold .. (and this is NEVER RETAIL) ..
which MSRT did on 4.30.15 .. and remained there till 6.2.15 (23 days)
