Guys I may be wrong, but I asked a friend whom flies to Moscow to see his new wife in the Ukraine, and has for years. He graduated in stocks around 8 years ago, and likes to play pennies. I gave him this cusip and after a few days was told a firm "NO." I am not going to say you should not go that route, but given years of going through Washington Dulles or JFK or wherever, (I forget) transfers and being a broker, I am listening to him.
