In breaking the word down it appears to be a double negative and it's use actually means the opposite of the speaker's intended meaning.
Regard: to consider something
Regardless: non consideration of something.
Irregardless: Without non consideration, Meaning you are actually regarding something.
When the Life Guard at Lake Erie was discovered to have left his station he was accused of leaving "Erie guardless."
