If they have ordered Long lead Items (usually items with a year or more of Lead Time), then they have decided to go ahead. From a financial perspective, this is usually where companies make a final Go/ No Go decision on a project. Up to this point they may have been talking to potential suppliers, and have quotes from them that are good for a time, normally a matter of months. The suppliers have spent money preparing the quotes. The serious money starts being spent when the items are ordered. 1 month into a project like this the capital money for it is maybe 40% spent.
Where is the financing coming from? Without further financing, I don't see how they can be proceeding.
And I would have expected a PR concerning the RKT site. Didn't they promise to announce it? This would actually make a worthwhile PR...
