After a while controlling interest in the shell company is sold to a new swindler, generally for between $30k to $100k, then it's the new swindler's turn to try their hand at running the game. That new swindler will then generally change the name, heavily reverse split the stock and add new shares to virtually eliminate previous shareholders' position. There will already be a small target market for selling new shares from the old victims who still own a few post-reverse-split shares. Those victims often will see the change in management as "refreshing" and can help give the new story a kick start.
For PTOI, I think there is still some money to be milked from current investors so I don't think they're quite to that point yet. Certainly the big money has already been made but small amounts can add up quickly too.
