OK...I did and I'm still hung up on the part that says

"last share increase was restricted. they aren't eligible for the float."

If the last share increase of 250,000,000 was not eligible for the float, how does the float get over the 740,000,000 mark?

I know sometimes I can be slow, so please do what you can to explain versus having me reread something that didn't make sense the first or second time I read it. Thanks!
