Rule 4320 isn't new...
It's regarding Stock Shorting Delivery Requirements...in other words restrictions are tighter for shorting stocks as opposed to being long due to issues with people spreading rumors and lies about stocks to try and get them to go down. In other words stock manipulation.
I've not seen anything regarding THCZ and this rule...but I'd like to since I believe there are plenty of people trying to do this exact thing against this stock...they feel its easier to get away with due to it being a penny stock.
