From a bigger picture perspective, this soap opera doesn't really matter. What really matters is whether or not the process can take something of a lesser value and turn it into something of a greater value. Unfortunately PTOI isn't providing any evidence whatsoever and just keeps asking investors to connect those dots and read between those lines.
I'm guessing Mr. Heddle would happily follow Mr. Bordynuik's lead in saying $10/bbl cost, WTI-$3 price...but a couple of accounting fraud suits later might have driven the point home that sometimes making misrepresentations to investors can have consequences.
