The problem has been created by those that are well above the pay grades of the licensing people, who are attempting to protect their masters. Is it worthwhile to be dismissed as an employee or face the possibility of jail time in order to support the illegal activities of an individual somewhere above you in the chain of command. I think not and that is why the mice will eventually rat out on their bosses.
