What really needs to be known is why did HC reject

What really needs to be known is why did HC reject the application, if it's because they kept bumping up the security requirements without notifying the applicant or when the applicant tries to initiate correspondence and gets no answer then I can't see where a judge would agree with HC and uphold the rejection.
