Well . . . one good explanation for why Baltia would turn the lights away from the ramp, which means they pointed away from the aircraft, is that Baltia is simply doing what they are required to do by the FAA - have the aircraft in an unlighted environment when the drill takes place.
Perhaps they turned the lights away from the aircraft in order to keep from having to turn them off, so that they could turn them back around right after the drill for lighting the aircraft area for safety reasons - remember that many of those types of outdoor area lights take a while to come back on after being turned off, especially in cold weather due to their use of ballasts.
