You have mis-stated the problem by assuming that these officials do not read. The reality is that they cannot read. Their education is far below the expected norm for their task. I believe that many of them are alcoholic, serious prescription medication abusers. If they were my employees they would be given a urine test every thirty days. It is my understanding that being a drunk is a serious social problem in Canada. Probably too much cold weather.
