I purposefully dont have any insider knowledge so I dont know -my friend got me into this in 2010 when he said the practical emphasis was food protection.
lawyers and the legal system work slowly, or carefully would be a better word - they do have the patent attorney who understands the science but most lawyers will not have an intuitive understanding of the science -
so in any horizontal discussions they will possibly have to go to back to their own co's scientists for clarification unless they bring such with them -Mach would know best since he understands both the law and the science.
so you have 3 groups- businessmen/officers/boards, scientists , and lawyers- and my guess is NNLX etc
1) starts w the businessmen-the officers -who consult w their science personnel and board and get necessary approvals form boards at various stages, in consultation w lawyers
2) at some point I imagine scientists and lawyer groups may get approval for horizontal discussions re limited things
JV's are difficult,especially if not structured carefully- otherwise they will fall apart- as many do in both pennyland and blue chips- so it is a time consuming process to get the JV right - and NDA's are SOP until they are ready to announce.
I dont do JV's but I've looked at thousands of stocks -and from what I've seen- just to give you an example- the dd for the average JV seems to take ca 18 months
I do have experience w negotiating and its often a tough slow process due to the nature of humans, even for simple transactions sometimes, if 1 of the parties is difficult
We dont know when NNLX and its negotiating partners started the dd process, to my knowledge.
Due to the nature of the ebola crisis/beast -and its ability to mutate and possibly take the world by surprise again I imagine they put the dd process on a fast track
other than that, #1 and Mach and mistevel (sp?) and perhaps others would have a better idea of the timeline than myself
you would have to ask #1 mach and perhaps others about the GBS and any forthcoming EPA water paper

I believe in the technology- they have patents or exclusive licenses to use the same-hired VP of sales -revenue increased over 4 times yoy - should be in the ball park on greater distribution of some of their products but i dont know about ebola timeline
