So if this is political and HC has not been forthcoming through this process regarding Cens application and sent the intent to refuse letter to us, why would they not drag out the whole judicial to review process even if they know they wouldn't win in the end? Just looking for your thoughts on what you think their incentive to settle sooner is if they will have egg on their face either way. Thanks
