Quick read thru it looks like the letter was sent on the 13th. HC sees an issue with zoning. Cen is pissed about the poor hc communication and leaking this.
So because there is no way to clear this up within 20 days from the 13th this is a way too extend it. Which HC will imo follow thru on there denial. Any other ideas?
