If that's the case, then Etrade. In over eight years with ET, I've only had one stock restricted from being able to buy it. You'll start with 9.99 per trade. I'm down to 5.99 due to length of time and dollar volume. The best L2 for free if you do something like 20 trades per quarter or free with $25k account balance.
