SAN FRANCISCO, Feb. 10, 2015 (GLOBE NEWSWIRE) -- The Board of Directors of the Federal Home Loan Bank of San Francisco (FHLBank San Francisco) is pleased to announce the following appointments to its Affordable Housing Advisory Council (AHAC): Stephen L. Hastings, Martin Quintana, Douglas Shoemaker, and Tunua Thrash-Ntuk, effective January 1, 2015. Two current members, John A. Carlisi and Cloyd Phillips, were reappointed. The 15-member AHAC provides the Bank with expert guidance on affordable housing and economic development issues and helps shape its community grant and credit programs.
New Members:
Stephen L. Hastings, Director of Real Estate Services, Foundation for Senior Living , Phoenix, AZ
As Director of Real Estate Services for the Foundation for Senior Living (FSL), Mr. Hastings directs a full-service real estate department providing comprehensive services, including project feasibility, predevelopment, acquisition, financing, new construction, remodeling, and operations. During his tenure, FSL has expanded its affordable housing inventory with over 750 units of safe, energy-efficient, green construction, affordable, subsidized, and service-enriched housing.
Mr. Hastings has served on numerous community boards, including the City of Phoenix Neighborhood and Housing Committee, Childhelp Bridge Board, and Collaborative Refugee Committee. He earned a degree in Real Estate and Land Use Economics from Wichita State University and was trained in single-family and multifamily appraisal by the American Institute of Real Estate Appraisers.
Martin Quintana, Chief Financial Officer, Chicanos Por La Causa, Inc ., Phoenix, AZ
As Chief Financial Officer of Chicanos Por La Causa Inc. (CPLC), Mr. Quintana oversees the finance, administrative supportive services, compliance, and legal functions. CPLC is one of the largest community development organizations in Arizona, with a $100 million operating budget and close to 800 employees in Arizona, Nevada, and New Mexico. During the last six years, he participated in an innovative executive leadership rotational program, where he served as Chief Operating Officer, leading the education and human services programs, and Chief Economic Development Officer, leading the housing and real estate programs. Prior to joining CPLC in 1998, he was Finance Manager for Kraft/Alliant Foods in Dallas, Texas, and Phoenix, Arizona.
Mr. Quintana is currently a member of the Board of Directors for the Sun Devil Club at Arizona State University and for Xico Arts, and a member of the ASU Lodestar Center Leadership Council. He was honored as a 2010 Piper Fellow of the Virginia G. Piper Charitable Trust. He holds a Bachelor of Science Degree in Business and a Master of Business Administration from Arizona State University.
Douglas Shoemaker, President, Mercy Housing California , San Francisco, CA
Mr. Shoemaker is President of Mercy Housing California (MHC), the largest division of Mercy Housing, Inc. Under his leadership, MHC has developed 128 rental properties across 36 California counties to serve low- and very low-income families, seniors, and individuals, and developed more than 10,000 affordable rental and homeownership units. Currently, over 3,000 affordable homes are in development in Los Angeles, the San Francisco Bay Area, and the Sacramento Valley.
Mr. Shoemaker has served as the Director of the Mayor's Office of Housing, San Francisco's housing finance and community development agency, and has led key mayoral initiatives, including the launch of HOPE SF, San Francisco's groundbreaking effort to revitalize five distressed public housing sites into mixed income communities. He currently serves on the Board of Directors for California Housing Consortium, the San Francisco Planning and Urban Research Association (SPUR), and the Northern California Leadership Council for Enterprise Community Partners.
Tunua Thrash-Ntuk, Executive Director, West Angeles Community Development Corporation , Los Angeles, CA
As Executive Director of West Angeles Community Development Corporation, Ms. Thrash-Ntuk has proven her commitment to the organization's mission of increasing social and economic justice, demonstrating compassion, and alleviating poverty throughout the community. She also serves as co-chair of the Crenshaw Community Leadership Council.
Prior to her current position, Ms. Thrash-Ntuk served as Director for Green Door Advisors, an urban real estate advisory firm; Managing Director of Housing and Economic Development for West Angeles Community Development Corporation; and Director of Commercial Revitalization for a Massachusetts-based development corporation. She received her Master's Degree in City Planning from the Massachusetts Institute of Technology and holds a Bachelor of Arts Degree in Interdisciplinary Studies from the University of California at Berkeley. She is also a graduate of the Ross Minority Program in Real Estate sponsored by the University of Southern California's Lusk Center.
Reappointed Members:
John A. Carlisi, Chairman and Chief Executive Officer, Neighborhood Development Collaborative, Cobb, CA
Mr. Carlisi is co-founder, Chairman, and Chief Executive Officer of the Neighborhood Development Collaborative, a $120 million nonprofit corporation that has developed 4,300 units of affordable rental housing in 21 projects in Nevada, California, and several other states. He has served as Program Manager at the Community Development Financial Institution Fund of the U.S. Treasury Department and Director of Community Relations and Director of Housing and Community Development for the Fannie Mae Foundation in Washington, D.C. He has also served in community investment and multifamily underwriting capacities at several financial institutions.
Mr. Carlisi received a Bachelor of Arts Degree in Economics and Mathematics from City University of New York and a Master of Business Administration in Quantitative Analysis from the Stern School at New York University.
Cloyd Phillips, Executive Director, Community Services Agency Development Corporation , Reno, NV
Mr. Phillips has been the Executive Director of the Community Services Agency Development Corporation (CSADC) since 1971. Based in Reno, CSADC is a private, nonprofit corporation governed by a 15-member volunteer board of directors from various sectors of the Northern Nevada community. Under his leadership, the agency has initiated and developed numerous programs in human services, economic development, education, and affordable housing. He and his staff administer total family and community development programs with strong links to private enterprise and government to ensure that families have access to resources that lead them to self-sufficiency.
CSADC has developed nearly 1,600 units of affordable housing throughout the state of Nevada. Mr. Phillips has also led the agency in becoming an economic development force in the community, building its economic vitality, creating jobs, and improving infrastructure. He has initiated partnerships with faith-based development organizations and administered a hugely successful Head Start program that has extended beyond its initial urban environment into rural Nevada.
