After a week I received an answer from IR regarding the difference between PR'd and actually available UF content:

The hours are in queue to be uploaded and with the massive size of the content and multiple codes, it takes quite some time. The shareholder letter just stated 900 hours and we are working to get the content uploaded as soon as possible.
