I think you have them figured out very well. Its the only thing that makes since now considering the amount of bashing we still see.
I know Margrit did say they were working with a legal team to do something about the bashing, but that also costs money and maybe it turned out not being something a lawyer could help with. Instead we know certain .gov agencies are invovled on some level. Perhaps it turned into a criminal investigation and that could take awhile to build a case, but once they are ready the book gets thrown at the bad guys.
