That should be up to PTOI to contrast the two. I can only tell you that starting with hydrocarbon-only plastics, which are the only plastics PTOI is allowed to use, pyrolysis of any type will break those bonds. There are only so many ways you can break apart a -(CH2)- polymer chain. If PTOI can somehow do that better than other pyrolysis then they should explain how.
If you want to believe $30/bbl is the cost...then maybe you should ask PTOI if that's what they've been able to achieve. Screaming that number at me won't change the actual physics.
