Once more ... if he (jeff) was just that straw man

Once more ... if he (jeff) was just that straw man (without re. skills resp. authority) who´s known for that but they simply needed him for that role ... aren´t there many others who would provide the regarding necessities to keep the company, its reputation and many other things on track? It´s a big riddle for me why such a bunch of valued persons can´t accomplish that ...
