This is bleeding edge tech. While the process obviously works, in today's day people are super cautious ......... Hence this pilot program.......I guess they want to make absolutely sure that everything is going to work as expected.
Go figure..........If I had the money I'd be installing a PTOI processor in my area as we speak....processors have already been tested ad nauseum......Hell of a lot of waste plastic around here...........z
