I'm proactive in keeping up on FITX DD and news, so I know what article you are talking about. I just assume the quiet period began the day the 1st PR came out mentioning it. That way you know the absolute latest date the period will last. But I doubt the quiet period or whatever and the split with the PR firm are related.
