Koolmoto - a "real" question - if you are inclined to respon

I am an admitted skeptic and smart-ass, but I have read KM's recent posts on iHub, and it seems to me that KM is saying that there are companies (plural) that have sufficient amounts of relatively clean, sorted (to some degree) plastic, that said companies are paying material amounts to landfill, and that these companies would be interested in buying a processor or processors (or perhaps, more accurately, would be willing to enter into a binding deal that would justify Eco buying a processor or processors), paying for the needed HTF catalyst, and doing a deal with PTOI, through this EcoNavigation outfit, even if the end result is not super-profitable, but "green".
It strikes me that KM believes that the processors work well enough to make this scenario work.
My question then is, why is EcoNavigation even needed? If the foregoing is essentially true, and Heddle has a fair degree of confidence in this plan, why hasn't PTOI, and JBI before it, entered into processor sales deals up to now? What has changed, in the last 12-18 months that now makes the foregoing scenario much more likely and/or plausible? What did (or does) EcoNavigation bring to the table that makes KM so optimistic - other than possible "connections"?
I feel like I must be missing some critical component to explain why this completely open-ended "contract" between EcoNavigation and PTOI - wherein Eco can walk for basically any reason by the end of the "pilot program" period - is cause for new optimism.
