No, I'm not the one confused. Even if Treaty managed to file all delinquent filings TECO would still be on the grey market until a market maker would sponsor them, and no market maker would sponsor Treaty until the SEC fraud charges are dealt with. You see the market maker has to swear that there is no fraud being committed in the filings and no market maker could reasonably come up with that conclusion with SEC charges of fraud now could they.
