If they were indeed negotiating with multiple potential customers it makes sense to give the first one a deal. I think 2.5 million is cheap but with the revenue on the fuel and ongoing catalyst sales at least it provides reoccurring revenue. They desperately needed to get the first sale done. Now that they have done that they desperately need to have a successful pilot. Agreed, once the pilot is a success they will have more customers than they know what to do with.
