You may very well be correct. However I have allowed for unforeseen delays. There are money constraints and time factors beyond anyone's control. I believe I provide a reasonable timeline and one that can be met or exceeded by TECO mgmt.

I could bring down my timeline but I don't feel it's time. I will be getting a first hand view soon and there I can make a better evaluation.
