SEC fraud charges.
SEC Filings- Which is impossible until or in conjunction with the fraud charges.
TRRC- impossible without a lot of cash.
Production- impossible without TRRC.
Debt restructure: Which is of course imposable until the previous 4 are accomplished.
Treaty is nothing buy a wisp of a oil company that has gone wrong in every way possible.
