You can do anything from an offshore account, or if you're a market maker. The NSS position was created by NITE BEFORE this went onto the grey sheets.
They sold more than twice the entire float. Now all that needs to happen to make them cover is that the company applies for a cusip and ticker symbol change at the same time.
That alone will make the share price start moving up.
