Sure, I can speculate if you want. And I hesitate to do this because Mr. Bordynuik reads these boards and it might give him ideas, but I'm sure he spent long nights pondering what kind of 'sales' press release to generate anyway.
If a sale is announced, my guess of the two most likely is it will either be an LOI/MOU or it will be a sale of a processor as scrap to a scrap metal recycler. If it's the latter, you can bet it will sold to a recycler which recycles both metal and plastic and that the corresponding press release will be worded to make it sound like the processor will be put to use processing plastic. The sales price...probably a few million dollars (which will be announced via a press release) under undisclosed terms which require little or no actual payment of real money to PTOI.
I've seen both types of schemes done in other scams. But don't worry, by the time you figure out what really happened, it will be "ancient history" of a "settled issue that no one cares about" and there will be fresh 'news' to keep your appetite for shares whetted.
