I don't think it means you actually have to LAND in another country.....I mean.....everyone always talks about "airspace".
So.....if you could fly N706BL around the world.....non-stop....and land at the same exact airport, would you consider it an international flight?
And for that matter - if you don't consider that particular flight an international flight, then perhaps the plane could be considered never to have flown at all?
