To DrPennystock:

I actually called my broker, who informs me that unrestricted shares on a certificate ARE part of the float.

I then called the Transfer Agent for Baltia Airlines, who confirmed exactly the same.

This is absolutely HUGE, as I am aware of at least 600 to 800 million unrestricted shares that are unrestricted but sitting on a certificate in someone's draw.
