One explanation that comes to mind is that Heddle was lying about his intent to build PTO ships, knowing it was a bullshit scam, for the purpose of enabling Bordynuik's fraudulent 19-PR blitz campaign.
Why would Heddle do that? Perhaps because he was one of the 14 recipients of free shares, and helping the pump up his stock to +$7.00 added a few million to his bank account. Or maybe he was greased in other lucrative ways by Bordynuik.
Any money Heddle had loaned the company may well have come from his JBI-Fraud Slush Fund.
