Ty from what I interpret where Peter and Quang goi

Ty from what I interpret where Peter and Quang going to do business? It seems Peter would give 70k. Quang would finance the deal under the original terms. I doubt a state can do that. With the shaky handwriting and missing words hard to get a full picture.
