I assume Bull is implying that the water company was supposed to happen. But noone sees it happening thus sounding negative lol. My personal opinion, the colorado deal took precidence over the water company for now? He did say 90 days? Hell idk. Just get the colorado deal done. Well hopefully hear more about the water soon
