There are so many things you have to cover with a build out, either interior or exterior, that it is almost insane. You have, just to name a few: fasteners, lumber of appropriate code status, distances between electrical and water, stud placement, header placement, types of fire walls and placement, blah, blah, blah.... No, I don't think anything can be done of that size without the right inspection and permitting process in place. JMO GLTA
