All this because Health Canada has dragged their feet through the entire process. I still believe the town council was on CEN's side, delaying the adoption of the bylaws was never necessary, it was done to give CB the opportunity to get their grow license. I believe the council knows that this will not stand but they have done it to prove to the property owners that everything in the council's power was done to prevent the mj facility from beginning operations. When this is overturned the council can say "don't sue, not our fault".
